Adverse-decision notices

The queue lists every adverse decision that has not yet had a notice sent, deadline first, with the framework, the state (missing, draft, approved, sent, withdrawn), the deadline and days left. Period / audit pack

Pick a window (from, to) and a framework pack, then build. The report shows totals for the window, coverage per control with how many records satisfy and miss it, and the gaps ranked by how many records they affect. Download produces the signed zip: report.json, report.html, every decision as a line of JSON, the workspace’s public key, and a manifest with its signature. How the pack is verified.

The pack reports coverage, not certification. Its numbers are a to-do list for engineering: each gap sentence names the record field a source should start sending.
